Fires when a refund bill is created against a parent bill. data.bill is the refund bill (negative total, possibly partial) and data.parent_bill identifies the original sale — null for standalone refunds. The refund bill also fires bill.created.

Any 2xx acknowledges the delivery. Anything else — including timeouts (Ewity waits at most 15 s) — is retried after 1, 4 and 8 minutes with the same delivery id; dedupe on it. An endpoint failing most of its deliveries over a sustained window is automatically disabled and the developers are emailed; re-enable it from the portal's Webhooks tab.
