Creates a draft purchase order for a supplier at a location. Requires the create-purchase-orders permission at the location. Pass transfer_id instead of location_id to build the PO from an outgoing stock transfer (lines are copied from the transfer and the PO is created at the transfer's source location). Add lines with POST /purchases/{id}/lines.
